According to ABC radio news, President Obama has decided not to take action on amnesty for illegal aliens (“immigration reform” in Left euphemism) until after the 2014 election. Of course, the reason he decided to wait was because some Democrat Senators up for reelection this year are scared silly that they will lose the election if MORE amnesty is implemented before the election. They think the American voter is TOO STUPID to realize there is no difference whether an illegal act is implemented before or after an election. It is still an illegal act that will do great harm to America!

Congressman Randy Neugebauer sends out a newsletter by e-mail. I received the latest one dated October 20, 2014. The first article in the newsletter stated the following:
“Fighting Against Federal Overregulation of Texas Waters
You may remember this last spring when the EPA proposed a rule to expand their jurisdiction under the Clean Water Act of 1972. The law lets them regulate ‘navigable waters of the United States,’ but their proposed rule would expand that to include even runoff ditches and stock ponds on our private property. And for us in Texas, that means severe limits on farming, ranching, and construction. That means more top-down federal regulation that ignores local efforts.
I’ve been fighting this rule. I told you about my vote last month to prevent this EPA power-grab. It passed the House, but the Democratic-led Senate hasn’t even looked at the bill. The American people deserve better.
Last week, the Abilene Chamber of Commerce reviewed the rule and submitted their comment to the EPA in opposition. I applaud the Abilene Chamber for voicing their concerns and doing what is best for our local community.
And you can share your opinion too. EPA recently extended the rule’s comment period through November 14th, meaning they can’t finalize the rule until they’ve seen more input. You can submit your comment here.”
It also means the new proposed rules won’t be finalized until after the November 4th election. Is that planned to try to protect vulnerable Democrat incumbents and those seeking to be elected for the first time?
In the mean time, Heritage Foundation sent a questionnaire to me. One of the questions deals with which Departments of the federal government might be unconstitutional and should, therefore, be shutdown. The question listed six possible choices and asked for others. I selected all six offered and added two more.
United States Departments
* Should be part of the federal government as provided by the Constitution. All others should not be. Below are a list of the various Departments and when the Department came into being. Note the Department of Defense is basically a name change. It began as the Department of War in 1789 along with the other original Departments.

*03) Justice 1870 Attorney General created in 1789, no department until 1870
*04) Interior 1849
05) Agriculture 1862
06) Commerce 1903 Originally Commerce and Labor; Labor later separated
07) Labor 1913
*08) Defense 1947 Departments of The Navy and War (Army and Air Force).
09) Health and Human Services 1953 Originally Health, Education, and Welfare
10) Housing and Urban Development 1965
11) Transportation 1966
12) Energy 1977
13) Education 1980
*14) Veterans Affairs 1989 independent agency as the Veterans Administration
*15) Homeland Security 2002
I propose that Congress begins the process of dissolving those Departments which are not provided for by the Constitution. The Departments should be removed in reverse order of when created. Also, two agencies that have become rogue agencies be disbanded within a year. Those two agencies are:
1) Environmental Protection Agency (EPA)—½ budget to close down and the next year gone
2) Occupational Safety and Health Administration (OSHA)—½ budget to close down and the next year gone
In fiscal year 2015, the EPA receives ½ of its budget from the base year budget of fiscal year 2012. That money is to be used to close down the agency by the end of the fiscal year. In the 2016 fiscal year, there will be no EPA.
In fiscal year 2015, OSHA receives ½ of its budget from the base year budget of fiscal year 2012. That money is to be used to close down the agency by the end of the fiscal year. In the 2016 fiscal year, there will be no OSHA.
The first three Departments to be ended:
Education | 50% of budget first fiscal year
Energy | 25% of budget second fiscal year
Transportation | 25% of budget third fiscal year
In each case in fiscal year 2015, the Departments receive ½ of its budget from the base year budget of fiscal year 2012. In fiscal year 2016, the Departments receive 25% of its budget from the base year budget of fiscal year 2012. In fiscal year 2017, the Departments receive 25% of its budget from the base year budget of fiscal year 2012 which closes out the Department by the end of the 2017 fiscal year.
All other Department budgets are frozen at fiscal year 2012 levels except for the Departments of Defense, State, and Treasury
The next three Departments to be ended:
Housing and Urban Development
Health and Human Services
Labor
In each case in fiscal year 2016, the Departments receive ½ of its budget from the base year budget of fiscal year 2012. In fiscal year 2017, the Departments receive 25% of its budget from the base year budget of fiscal year 2012. In fiscal year 2018, the Departments receive 25% of its budget from the base year budget of fiscal year 2012 which closes out the Department by the end of the 2018 fiscal year.
The last two Departments to be ended:
Commerce
Agriculture
In each case in fiscal year 2017, the Departments receive ½ of its budget from the base year budget of fiscal year 2012. In fiscal year 2018, the Departments receive 25% of its budget from the base year budget of fiscal year 2012. In fiscal year 2019, the Departments receive 25% of its budget from the base year budget of fiscal year 2012 which closes out the Department by the end of the 2019 fiscal year.
If Congress chooses to do so, Congress may create a Department of Interstate Commerce based upon the power granted to it under Section 8 of Article I and only upon that power.
